Some questions you might ask are:
1. Can I talk with the person who will be doing my optimization and marketing work? (you don’t really want to talk to a sales rep or even the manager as much as seeing if you can communicate well with the person executing your work and do they themselves have a deep understanding of SEO or are they just an employee who has their fingers crossed on the other side of the phone.
